Military Outposts in Schools, Mass Fines, and Internal Crises

The militarization of public infrastructure and systematic economic plundering have reached unprecedented levels, even as state security architectures begin to splinter from within.

PP soldiers occupied Biilaa Secondary School in Walee Leemmuu kebele, Gudayyaa Biilaa district, converting the educational facility into a functional military outpost. Troops reportedly ransacked student and teacher registry archives, using sensitive academic files as bedding and destroying decades of records.

In West Hararghe’s Doobbaa district, cross-border armed groups operating with apparent impunity shot and killed an Oromo youth, Sheeyidii Maammad Hasan, while he was herding cattle in Biyyoo Jannataa kebele. The attackers raided 38 head of cattle. Notably, the victim’s father, Maammad Hasan, was killed in an identical raid last year.

In Aayiraa town, West Wollega, security operatives halted a church service after local youth disarmed a militia member in nearby Dooyyoo. The congregation was rounded up and held under collective financial punishment. Local officials leading the operation were identified as Eebbisaa Abbabee, Haayiluu Tsaggayee, Fiqaaduu Tasfaayee, Gammachuu Daggafaa, and Fayyeeraa.

In East Shewa’s Fantaallee district, government forces opened fire on pastoralists in Bantii kebele, seizing over 1,000 cattle under the pretext that the herders were supporting the resistance. Soldiers slaughtered 28 cows for food and transferred the remainder to the Awash military camp, demanding 2,000 Birr per head from owners, including Boruu Dhaddachoo and Wagidoo Waaqoo, for their release. Simultaneously, compulsory ammunition fees of 40,000 Birr per household have been levied across Jimma Raaree and Jimma Gannatii districts, with dissenting families facing immediate expulsion threats.

Amidst this campaign of violence, internal structural rivalries within the state apparatus are widening. In Kuyyuu district, North Shewa, a PP militia member named Tafarii Simee was shot dead in Sulula Obsee by regular federal defense forces following a bitter internal dispute. Conversely, morale within regime ranks continues to collapse. Members of the PP counter-insurgency unit have defected from the Qarsaa military camp in Guutoo Giddaa district and from Tullu-Somaa kebele in Tajjoo district, surrendering to the OLA with their full kits and live ammunition.
