All actors within the extractive industry are hereby formally notified of the following requisites, which shall govern all operations within Oromia henceforth:
First, any entity seeking to operate within Oromia shall be obligated to engage in thorough and transparent deliberations regarding the mechanisms by which the local population shall be directly involved in, and shall directly benefit from, the projects undertaken. No operation shall proceed without such inclusive arrangements being established and agreed upon.
Second, environmental standards essential to sustainable extraction shall be duly implemented, maintained, and verifiable at all stages of operation. Compliance with these standards is non-negotiable and shall be subject to scrutiny.
Any entity that fails to comply with these requirements shall bear the full consequences, as demonstrated by the fate of Tulu Kapi in western Oromia.
