Statement Issued by the Council of the Ethiopian People’s Resistance Alliance for Survival (Alliance for Survival)

Oct 31, 2026

The Council of the Ethiopian People’s Resistance Alliance for Survival has concluded its sixth regular meeting from Tir 20 to 21, 2019 E.C. The Council, having established its foundational principles, conducted this inaugural meeting to thoroughly assess the current global, regional, and national power dynamics, as well as the prevailing circumstances affecting Ethiopia and its people. In doing so, it has approved a medium-term strategic plan, which also extends to various other specific agendas.

Based on the Council’s assessment, Ethiopia has fallen under a dictatorial sub-factional regime that has dismantled the nations and imposed immense suffering upon the country. Due to the war it has waged primarily against Tigray, Amhara, Oromia, and other peoples, the rights to human and democratic existence of the nations have been trampled, and their survival as a people has been thrust into grave peril. Furthermore, by fomenting inter-communal clashes in regions such as Moyale, Arsi, Wollega, Gambella, Somali, Afar, Sidama, and other areas—as has been observed—this sub-factional dictatorial regime has escalated the threat to the survival and security of the peoples through the creation of death, injury, and widespread destruction.

Relying on alliances with neighboring countries and infiltration to expand the wars it has instigated domestically—due to a lack of capacity and desire to end the war that is devouring the country and its people, to bring lasting peace, to address and guarantee the demands of the nations, to uphold the rule of law, and to resolve poverty, backwardness, and numerous other national issues—this regime has pursued a policy of prolonging the conflict. This approach not only pushes the survival of the country and its people from danger to ruin but also jeopardizes the peace and development of neighboring countries and poses a risk to the global community.

Following a broad and in-depth current assessment, the Alliance Council has endorsed the following fundamental principles:
1. The dictatorial sub-factional regime, which lacks any legitimate basis in social, cultural, political, or economic terms, is one that seeks to prolong its existence in power by endangering the survival of the country and the peoples. Therefore, the continental sub-factional dictatorship in power is the common enemy of all Ethiopian ethnic groups, nationalities, and peoples.
2. The fundamental objective of the Alliance for Survival is not merely an armed struggle aimed at dismantling the dictatorial sub-factional regime but a strategic alliance grounded in securing the survival of the Ethiopian peoples. The Alliance for Survival is the firm commitment to finally close, once and for all, the chapter of conflict that has afflicted Ethiopia for centuries—a tormentor of its people—and to do so on the basis of the peoples’ demands. It is evident that this historic mission is not one to be undertaken solely by the Alliance for Survival. We affirm that the active and direct participation of political parties, civic societies, various people’s institutions, and the Ethiopian peoples’ capabilities in the struggle process is indispensable and crucial to our cause.
3. The Alliance for Survival believes that the peace, development, and unity of the Horn of Africa shape Ethiopia’s future political, socio-economic, and diplomatic directions. To make this vital issue a reality, the Alliance will work to strengthen the existing bonds of solidarity and unity among our peoples and countries in the region, while fostering friendship and mutual support.

With a clear understanding of Ethiopia’s current situation, guided by these principles, and to bring about the necessary transformations, the Alliance Council has approved the following medium-term action plan:
1. Strengthening the extensive struggle for the survival of the Ethiopian peoples;
2. Coordinating and aligning the popular and diplomatic struggles taking place domestically and within the diaspora community;
3. Empowering member organizations of the Alliance for Survival and taking effective and practical measures against the regime;
4. Collaborating closely with political parties, civic societies, various people’s institutions, as well as experts, diplomats, and credible individuals aligned with the Alliance’s objectives, to achieve its aims and goals;
5. Strengthening solidarity and cooperation with peoples and governments of the Horn of Africa;
6. Enhancing diplomatic and media efforts;
From this, the Council of the Alliance for Survival issues the following calls:

To All Our Peoples

The primary aim of the dictatorial continental sub-factional regime is to suppress your natural and democratic rights, endanger your survival, squander the country’s and people’s resources, and perpetuate its hold on power while fulfilling the interests of its leaders. Therefore, we extend our call to you to intensify the struggle you have been waging alongside the popular forces.

To All Member Organizations of the Alliance for Survival

Our duty is to avert the peril to our peoples’ survival, to open a chapter of struggle rooted in the aspirations of Ethiopians, and to undertake the work of building a democratic system. Indeed, the dedication of our organizations lies in this irremediable responsibility. Thus, by pooling the efforts of our organizations in unity and oneness to confront the enemy, we go beyond merely securing the survival and peace of the country and its peoples—we strive with renewed vigor and commitment, affirming in action that we are discharging our historic responsibility and establishing ourselves as true owners of the vision.

To Neighbors and the Global Community

The broader global community bears a moral obligation to comprehend, in the proper manner, the dictatorial continental sub-factional regime’s role as a destabilizing force in the region—through soldierly conduct and conflict provocation—threatening the survival and peace of both the country’s peoples and those in neighboring states. We extend our call to you to collaborate with the Alliance for Survival forces to ensure respect for the human and democratic rights of the Ethiopian peoples and to work toward fostering peace and stability in the region.
